Certificate of origin

A certificate of origin is a document issued on paper and presented to the customs authorities of the country of destination of the goods. A certificate of origin is a document used for determining the origin of goods, for safeguard measures, quotas, anti-dumping duties, agricultural subsidies and public auctions. Certificates certifying the non-preferential origin of goods are issued in Estonia by the Estonian Chamber of Commerce and Industry. There is a fee for issuing a certificate.

what is the certificate of origin?

Everyone has a travel document that states their nationality. Citizenship is a permanent link between the state and the citizen, which entails obligations and rights for both. In the same way, each commodity has its own citizenship – the economic citizenship or origin of the commodity. The document certifying the origin of the commodity shall be the certificate of origin. It is used in the export of goods and is issued by the Estonian Chamber of Commerce and Industry.

The legal bases for issuing certificates of non-preferential origin are as follows:

  • European Union Customs Code (Regulation (EU) No 952/2013 of the European Parliament and of the Council), Article 61.3;
  • Implementing provisions of the EU Customs Code (Commission Regulation 2454/93), Articles 35–54;
  • Estonian Customs Act (RT I 2004, 28, 118), § 26 (2);
  • Government of the Republic Regulation No. 142 of 27 April 2004 “Procedure for Application for and Issue of a Certificate of Origin Certifying the Non-Preferential Origin of Goods”.

Using the basis of the certificate, a person can fill in an application for a certificate and print out a certificate of origin either at his own premises or at the Chamber of Commerce.

In order to obtain a certificate of origin, a person submits to the Chamber of Commerce a completed certificate of origin and documents certifying the origin of goods (purchase and sales invoices, delivery notes, certificates of origin issued in other countries, purchase and sale contracts, etc.). If the proof provided is sufficient to prove the origin of the goods and the application is duly completed, the person shall print out the certificate of origin on a form with a unique combination of numbers. Certificate of origin forms can be purchased according to the price list at the Chamber of Commerce on site.

The pre-printed certificate shall be validated by an authorized employee of the Chamber of Commerce with the Chamber of Commerce stamp, their personal name stamp, signature and date.

Certificates of origin forms shall be printed on A4 self-copying paper and shall consist of three copies: the original (with a guilloche pattern in sepia), a copy (in yellow) and the application (in pink).

  • The original (in English) shall be presented to the importing country.
  • A copy (in English) shall be kept by the applicant.
  • The application (in Estonian) remains with the Chamber of Commerce.

The certificate of origin shall be valid for 4 months from the date of its endorsement. Applications for a certificate of origin shall be kept in the archives of the Chamber of Commerce for two years. The Chamber of Commerce does not issue movement certificates EUR1, A.TR and certificates of origin Form A. They are issued by the Estonian Tax and Customs Board.

How is a certificate of origin used?

The certificate of origin is presented to the customs authorities of the country of destination of the goods — the document shows that the goods can be trusted.

The certificate of origin shall be used:

  • to determine the origin of goods
  • to implement safeguard measures
  • for quotas
  • for anti-dumping duties
  • to receive agricultural subsidies
  • for public auctions
  • for public procurements

How to get certificates?

Certificates of origin are issued on paper by the Estonian Chamber of Commerce and Industry. Certificates are subject to a fee.

1. Fill in the application. The bases of the application for a certificate of origin can be found at the bottom of this page.

2. Send the application and the documents proving the origin of the goods to the Chamber. These documents include, for example, purchase and sales invoices, delivery notes, certificates of origin issued in other countries, purchase and sale contracts, supplier's declarations, etc.

3. Print the certificate.  If the documents are sufficient to prove the origin of the goods and the application is duly completed, the certificate of origin can be printed on a form with a unique combination of numbers. You can do this yourself if you have pre-purchased the forms from the Chamber of Commerce.

4. Confirm the certificate. The pre-printed certificate shall be validated by an authorized employee of the Chamber of Commerce with the Chamber of Commerce stamp, their personal name stamp, signature and date.

What does a certificate of origin look like?

The certificate of origin form shall be printed on self-copying paper in A4 format and shall consist of three copies.

1. Original in English. It is printed on a colour-changing paper with a special pattern (guilloche pattern in sepia). The original shall be presented to the importing country.

2. English copy, on yellow paper. It remains with you as the applicant.

3. Application in Estonian, on pink paper. It remains with the Chamber of Commerce.

Validity of the certificate of origin

The certificate of origin shall be valid for 4 months from the date of its endorsement.

The Chamber of Commerce shall keep the applications for certificates of origin in its archives for two years.
